Arab Summit in Algeria: President Tebboune's speech.(APS, 01/02/2022)


The President of the Republic, Mr. Abdelmadjid Tebboune, delivered Tuesday an address to the participants of the 31st Arab Summit at the International Conference Center (ICC) "Abdelatif-Rahal",

"In the name of Allah , the most Clement and most Merciful, Highnesses, Excellencies, Mr. President of the Republic of Azerbaijan, Ilham Aliyev, Chairman-in-Office of the Non-Aligned Movement, Mr. President of the Republic of Senegal, Macky Sall, Mr. Secretary-General of the United Nations, Antonio Guterres, Mr. Secretary-General of the Arab League, Ahmed Aboul Gheit, Mr. Secretary-General of the Organization of Islamic Cooperation (OIC), Hissein Brahim Taha,

Ladies and Gentlemen

I would like, first of all, to welcome you to Algeria, on this blessed day when the valiant Algerian people are celebrating a memorable anniversary in the history of Algeria and freedom-loving people throughout the world, that of the outbreak of the glorious War of Liberation, and to express my thanks and gratitude to you for sharing with the Algerian people this national anniversary.

I would like to wish you a pleasant stay in your second country and wish full success to the work of our summit and the realization of the hopes placed in it by the Arab peoples aspiring to more solidarity, invincibility and prosperity.

I would also like to express my deep thanks and appreciation to my brother President Kaïs Saïed, President of the Republic of Tunisia, for his outstanding efforts and the efforts of his country in chairing the previous session of the Arab Summit. My thanks also go to the Secretary General of the Arab League and all the staff for their efforts in preparing the work of our summit.

Your Excellencies, Ladies and Gentlemen

Our summit is being held in an exceptionally complex regional and international context, marked by rising tensions and crises, particularly in our Arab world, which has never in its contemporary history experienced such difficult and worrying periods as the one we are experiencing today.

These complex crises with multiple dimensions and risks are still with us, with the multiplication of major internal and external challenges that the post-Covid world is experiencing19 , and which have led to a change in balances, tug-of-war and the exacerbation of the phenomenon of polarization, which contribute, to a large extent, to the proliferation of crises, which have repercussions on international peace and security and impact several countries, especially in their food security.

While our Arab region has enormous natural, human and financial potentialities that could make us an active economic force in the world, we refuse to let our economic role be purely passive. We are, therefore, called upon to regain confidence in our abilities to carry our weight and act in an influential manner on the international scene and the world economy, especially since the foreign exchange reserves of our Arab countries are equivalent to those of Europe or the large Asian or American economic groups.

To this end, we must all build a solid Arab economic bloc, guaranteeing our common interests, while working to define priorities and areas of common action, with an immediate and perceptible positive impact for the Arab peoples.

Your Highnesses, Excellencies, Ladies and Gentlemen

At this international juncture, the Palestinian question remains our central cause, at the heart of our concerns and at the top of our priorities, at a time when it is subject to attempts to liquidate it, due to the continuation of serious violations by the occupying forces which are expanding their illegal settlements, killing innocent people, invading Palestinian towns and villages, confiscating land and property, demolishing houses and buildings and forcing the indigenous Palestinian people to flee, especially in occupied Al-Quds.

This is in addition to the Judaization plans to alienate the Muslim and Christian identity of the city and distort its historical landmarks, as well as the provocative raids on the Al-Aqsa Mosque compound by the Israeli occupation army and extremist settler groups. The unjust siege imposed on Nablus and the oppression of the Palestinian people in the Sheikh Jerrah neighborhood, with defenseless youth as the main target, all in full view of the deafening silence of the international community.

In the face of the inertia of the Security Council and the United Nations, which are struggling to impose the two-state solution, which is the subject of an international consensus, we are called upon to federate our collective efforts to provide more political and financial support to enable the Palestinian people to resist the systemic crimes of great magnitude.

Today, more than ever, we need to renew our collective commitment to the Arab Peace Initiative as a reference and foundation for the revival of the Middle East peace process, and as the only way to achieve a just and comprehensive peace that will enable the Palestinian people to realize their legitimate aspirations for an independent state on the 1967 borders, with East Al-Quds as its capital, and the decolonization of all occupied Arab territories, including the Syrian Golan.

As part of our Arab duty to the Palestinian cause, the beating heart of the Arab Nation, I would like this summit to allow the creation of an Arab Liaison and Coordination Committee in support of the Palestinian cause. Algeria is fully prepared to submit this vital demand to the United Nations in order to convene an extraordinary General Assembly, with a view to granting the Palestinian state full membership of the United Nations.

On this occasion, I can only reaffirm my congratulations to the Palestinian brothers for the historic agreement sponsored by Algeria prior to the holding of the Summit, namely the signing of the Algiers Declaration for the unification of the ranks for Palestinian Unity. I invite my brothers, the Arab leaders, to join our efforts to accompany the Palestinian brothers on the path to completing this national project in order to turn the page of disputes once and for all, through the implementation of the national deadlines set out in the roadmap adopted and set out in the Algiers Declaration.

Your Highness, Excellencies, Ladies and Gentlemen

The crises in some of our brotherly countries, such as Libya, Syria and Yemen, are still seeking solutions. From this rostrum, I call on all domestic, regional and international parties to pursue the path of inclusive dialogue and national reconciliation, away from any interference in internal affairs, in order to reach political, peaceful and consensual solutions.

Solutions that will enable the peoples of these countries to determine their own future and to realize their legitimate aspirations for freedom and dignity, in such a way as to preserve their sovereignty, unity and the integrity of their territories.

We still hope that we can show wisdom and foresight in order to reappropriate the definition of the means likely to avoid bloodshed and to unify the Arab ranks.

Your Highnesses, Excellencies, Ladies and Gentlemen

The challenge of reform is an imperative necessity today and requires a serious, responsible and credible approach, based on the conviction of all parties of the need for diligent, radical, profound and comprehensive reforms of joint Arab action, so that the League can fulfill the role assigned to it in meeting the challenges and adapting to the latest developments on the regional and international scenes.

To this end, efforts should be focused on the Arab citizen, around whom all collective action should revolve, by involving him/her as an active participant in defining joint Arab action.

It is also necessary to ensure an enabling environment, through the use of the Arab Monetary Fund (AMF) and existing Arab funds to provide aid and assistance to the countries that need it most.

It is also necessary to enable the many young Arab skills to take the initiative, innovate and participate in strengthening any orientation towards Arab integration, but also to adhere strongly and effectively to an inherently interconnected and competitive world.

Your Excellencies, Ladies and Gentlemen

The holding of our Arab Summit at the same time as the anniversary of the outbreak of the glorious November 1st Revolution is a source of pride and great hope, pride in the adherence of Arab brothers and other freedom-loving people to the glorious revolution of the Algerian people who defended their just cause, and hope that we can all remember and exalt these values in the face of the existential challenges that threaten the security, stability and prosperity of our peoples and our countries

Our meeting today is an opportunity to reaffirm our collective commitment to the principles and objectives for which our Arab League was established and on which our peoples have high hopes, but also an important stop to give new impetus to the Arab integration process.

I remain confident that positive and fruitful results will crown our debates, especially in the framework of the consultative session, with a view to renewing the collective consensual spirit, defining practical solutions and taking the necessary decisions in the face of the challenges facing our Arab Nation, on the security, political, economic and development fronts

May the almighty guide our steps towards more success, good and prosperity for our Nation, our peoples and our countries".
